德国一泵阀公司冀望在华市场份额狂增    
德国凯士比公司(KSBAG)表示,希望在10年内将公司在华市场份额由目前的15%提升至20%,这将是一个相当不俗的进展。该公司是全球大泵、阀门和传动器制造商之一。该公司行政总裁Heinz-JuergenOtto表示,公司的长期扩张计划要求今年在华营业额实现按年增长25-30%。凯士比公司于1970年代后期开始在华业务,05年在华销售增长40%至1.30亿欧元,为其全球销售额的10%。目前持有上海凯士比泵有限公司8成股份,还持有大连凯士比埃姆里阀业与上海凯士比阀门公司股份。    
环保总局彻查风险性石化项目    
环境保护总局日前发出了《关于107个化工石化建设项目环境风险排查情况的通报》，对于尚未完成环评和审查的化工企业，要求彻查，否则将予以法办。今年4月，环保总局为了查找并消除化工石化行业建设项目的环境风险，印发了《关于排查化工石化等新建项目环境风险的通知》，并委托各省级环保局（厅）对2003年9月1日《环境影响评价法》实施以后。现场排查结果发现，在107个项目总投资近3900亿元中,未建项目32个，正在建设的项目49个，基本完成建设已进入试生产或通过竣工验收的项目23个，因各种原因不再建设的项目3个。大部分项目都制定了突发事故状态下减少和消除污染物对项目界区外环境污染的应对方案，排查后新增加了防止突发事故污染环境的投资25.3亿元。截至目前，仍然有些化工企业尚未完成环评或审查，主要有广东科迪化学集团有限公司年产12万吨增塑剂及8万吨苯酐项目的建设单位尚未开展环境风险评价；惠州惠菱化成有限公司甲基丙烯酸甲酯（MMA）项目、中石油金坛地下储气库工程和宁夏83万吨/年煤基二甲醚项目一期工程，尚未上报审查。对此，环保总局责令要求上述项目在7月30日前完成环境风险评价，并上报所属省级环保局（厅）审查。如未能按期完成，环保总局规定项目不能开工建设或投入试生产。环保总局还特别规定，对于没有制定建设项目突发环境事件应急预案，或事故防范措施未能按期落实的，将依法责令整改或停止建设；对已提交试生产申请的，一律不得批准其进行试生产；对于隐瞒事实、弄虚作假的将依法进行处罚。    
股改进入攻坚阶段重组和清欠成下半年股改旋律    
据上海证券报报道，第40批股改公司名单10日出炉，名单中的8家公司里有3家T公司。而10日公布方案的3家公司中有1家股改和清欠相结合。业内人士指出，第40批股改公司的这一特点，以及余下的233家未股改公司中普遍存在的亏损严重、股权冻结、大股东占款等问题，预示了重组与清欠将成为下半年股改的主旋律。    
 事实上，在目前股改进入攻坚阶段后，余下的233家未股改公司绝大多数存在亏损严重、股权冻结、大股东占款等问题。    
　统计数据显示，在233家未股改公司中，T公司多达103家，占了四成多。在这些未股改的T公司中，2005年每股亏损1元以上的有38家，其中*ST海纳去年每股亏损高达7.07元；每股净资产为负数(资不抵债)的有48家，其中*ST科健每股净资产竟为负的12.48元。    
　在未股改公司中，大股东股权存在瑕疵的也不在少数，有6家公司大股东股权发生质押，另有40家公司大股东股权被司法冻结。    
诉讼缠身，也使得一些未股改公司腾不出手来筹划股改事宜。据今年以来发布的上市公司公告，有129家未股改公司涉讼，诉讼达482起，涉及金额逾145亿元，摊到每家未股改公司身上的涉讼金额过亿。    
　一个不争的事实是，未股改公司占用资金清欠工作形势严峻。据统计，截至今年6月30日，沪深两市还有147家公司存在资金占用问题，占用余额高达315亿元。这些存在资金占用问题的公司中，未股改公司占了绝大多数。    
业内人士指出，在年内基本完成股改的目标下，随着余下公司股改进度的减慢和难度的加大，股改进入了后的攻坚阶段，市场创新能力不断面临挑战。今后如何把重组与清欠这一股改主旋律演奏好，将考验市场的智慧。    
   
专家提三建议改进收入分配途径要抓住两个环节    
社会科学研究院经济所原所长、研究员、博士生导师赵人伟在出版的《人民日报》上撰文，关于改进收入分配的途径提出了三点政策建议。    
首先，要抓住改革和发展两个环节。收入分配中的许多问题是同转型期的复杂性联系在一起的。许多不正常收入乃至非法收入都同转型期的种种无序状态有关。像利用价格双轨制的寻租活动所获取的暴利，利用部门垄断、行业垄断的设租活动所获取的暴利，利用内部人控制对产权不清晰的国有资产所进行的侵蚀乃至侵吞，都同转型期的无序状态有关。如上所述，我们决不能把这些问题归罪于改革本身，从而否定改革的大方向，甚至要求回到老体制去。同时，我们也不能因为采取的是渐进改革而放慢改革的步伐，从而加大改革的成本，使改革付出过高的、不必要的代价。因此，只有深化改革，积推动社会主义市场经济秩序的建立和完善，才能从根子上解决转型期的无序状态所带来的问题。这可以说是改进收入分配状况的一个大思路。    
　另外，计划经济时代遗留下来的一些隐形收入的不平等，也只能通过深化改革来解决。特别像住房和公车使用上的实物分配体制(供给制)所造成的不平等，都只能通过市场化改革的办法来解决。应该说，这方面的改革任务也是相当繁重的。原因有二：，实物分配所涉及的面较广；第二，随着经济的发展，通过这种体制分配的实物是有增量的，其中有的项目如公车使用的增量还比较大。实物收入的货币化、市场化是改革的方向，但改革起来要涉及到许多人的既得利益，难度比较大。像公车使用
