在启动仪式上，蒲长城分别向各省(自治区、直辖市)质量技术监督局“节能降耗服务队”授队旗。石油天然气集团公司代表向全国重点耗能企业发出节能降耗倡议。黑龙江省质量技术监督局分别与大庆油田有限责任公司等6家重点耗能企业签订了“共同推进节能降耗增效工作责任书”。

曾经创造了举国闻名的“深圳速度”的深物业正遭逢一场收购风波。近三年来，深物业年均净利润超过8300万元，其实际总资产近45亿元，净资产20多亿元。然而，收购方――来自英属维尔京群岛的卓见投资有限公司仅出资约5.6亿元。处于改革开放前沿的深圳，制造了一起“国企改制话”。
整个收购过程，尽管员工，独立董事表示异议，部分并购程序被“省略”，但收购程序依旧“有条不紊”地进行着。显然，一股说不清、道不明的强大势力，正在突破市场规律、企业员工众意以及独立董事合法行使权利等一系列“壁垒”，有望顺利达到其预先设计的目的――以远远低于正常市场交易价格的标的，以“小虾吃大鱼”的姿态，上演又一幕“国企改制话”。
纵观整个深物业被收购，可以说，它并不鲜见，在的大地上，每天不知有多少小小的国有企业，无论它尚处于经营良好状态，还是亏损度日时期，都无一例外地卷入了被收购、被吞并的大浪之中。通常，是民营企业、外资企业对国有企业进行收购；通常，会出现以较低的收购价格获得一个庞大的企业。
但是，这么多年国有企业的改制，或者说被私有化、国际化，真正的成功案例究竟有多少？我所指的成功，当然不仅是收购一方的欢喜，他们能够以低廉价格获得那么多国有企业的有形与无形资产，而费一般都由政府补贴或者直接是民众承担。而国企员工、普通民众乃至整个社会，是否从中获得了社会整体福利的上升、经济运行效率的提高，以及一大批在此基础上诞生的企业？到目前，我们都无法获得一个理性的数据基础。
在这里，我不得不提到一个名字――郎咸平，作为杀入经济界的一只鲇鱼，他毫不隐晦地指出了国有企业改革中存在的种种弊端，揭破了某些经济家为国企改革制造的歌舞升平之风。国有企业对员工乏一种责任交代。员工话语权，甚至连司法权都，当国有企业改制过程中发生种种侵犯员工权益现象时，员工们既无法得到合理补偿，也机会、途径去控告那些违法操作者。
任何看似纷繁复杂的国企改制问题，归根结底是权力均衡问题。在深物业被收购中，深物业员工已经指出了那么多违反市场交易程序的现象，独立董事从专家角度分析深物业被收购的市场逻辑悖论，但常识与质疑并给深物业被收购带来任何影响，主导深物业被收购的有关人士与收购方可以毫无顾忌地继续交易，无非是因为深物业员工和独立董事的权利主体地位被虚置。当一个多方博奕的重要参与者谈判权利被搁置一旁，任何对他们不利的决议都可以堂而皇之地出炉。
如何解决国有资产流失的道理其实很浅显，首先要还权于国有企业员工，以及一切相关利益人士，而不能由几个国企领导或者其他市里领导暗箱操作；其次是建立严格的责任追究机制，职业经理人机制也好，对国有资产流失的民事与刑事诉讼机制也好，都是一个责任细化到人的法治目标。首钢搬迁：运用循环经济防止污染新址
